Your in the wrong state for trout truth be told. Not only does Indiana not have a whole lot of trout waters but none area really close to you in that area. Brookville tail waters and up north on the big lake and maybe a few other lakes/streams in the very northern part of the state are about all that have trout year round. Where your fishing they stock them around winter and they either get fished out or die most likely cause water temps get too hot for trout. On another note if you want to fish the big blue river it does hold some smallies sein up some of those minnows you were seeing throw them out. If you want trout out of there fish them when they are stocked and keep them that's what those stocking programs are for trout aren't natural to that stream and won't thrive in it. If you decide to fish for smallies let them go as they are natural to it, but they don't reproduce quickly and it takes them a while to get to a decent size.
